Henry defeated Tossainte Taylor 21-18, 21-10 to lift the male crown, while Bailey beat Stacey-Ann Blake 21-5, 22-24, 21-19 to win the female crown.
Both winners are expected to the spearhead Jamaica's challenge at the Pan American Junior Championships, which will be held in August.
Shawn Forrester defeated Dennis Coke 19-21, 21-12, 21-19 to capture the men's Division B title, while Anthony McNee and Dennis Coke defeated Keron Thompson & Maurice McLean 21-8, 21-18 to win the doubles crown.
Women's doubles
Stacey-Ann Blake and Jahvaine Henry took the women's doubles, by defeating Shana-Kay Bailey and Shakira Bailey 15-21, 21-15, 21-19.
Coke and Henry then teamed up to capture the mixed doubles trophy, with a 21-11, 21-10 victory over Forrester and Melissa Swaby.
Meanwhile Jermaine Welsh won the men's Division C singles title and Jahvaine Henry took the women's equivalent by defeating Nockeisha White 21-7, 21-13.
Lenroy Grant and Ackeem Maxfill won the men's doubles crown with a 21-14, 21-19 victory over Kareem Chin and Stephen Lue Yen, while Henry and Neon Miller took home the female equivalent by defeating Nicole Simpson and Swaby 21-16, 21-11.
Welsh and Simpson defeated Jamarey Gordon and Nicole Smith 15-21, 21-16, 23-21 to win the mixed doubles title.
Jamari Rose and Swaby won the male and female Division C league titles, respectively.
